some job in the sphere of industrial relations. He believes that men are more
important than machines and need a very careful and tactful handling by the
managers of industries. Good and harmonious relations are essential for the
smooth functioning of industrial enterprises. Without their smooth running, the
objective of ‘social gain’, in its proper sense, will remain a dream.

What is meant by ‘bargaining by exhaustion?
Ans :
It is a new tactic adopted by clever, hard
union bargainers, at the negotiating to gain their ends. They deliberately try
to begin to tire out(exhaust) the management man at the bargaining table by
unduly prolonging the negotiations. By this they hope to hamper his powers of
thinking and judging clearly so that finally he may concede all their demands,
so sign the contract with workers.
The writer does not approve of this clever
trick used by union leaders. It goes against the spirit of collective
bargaining.

What are Randall’s views on ‘wages’ and ‘social gain’ ?
Ans :
According to the writer, effort is the
counterpart to wages and hence there should be no wages without the performance
of work or services. The writer feels that in its best sense, the phrase
‘social gain’ means gain by all. It does not mean taking from some to give to
others.

Answer :
The writer recommends good human relations in
industry. It is because people are rare important than machines. No doubts it
is the age of machines and we are proud of mechanical or technical progress.
But human problems are so important that they stand as a challenge to good
human relations. Therefore this field has become specialised and intelligence
as well as fact are required in the Graduate who enters this field.
Qualities :-
What sort of education and training are needed
for this specialised job are as under :
1)Philosophy .
The work
of industrial relations requires that a person should be educated and trained.
First of all he must have a philosophy of his own to guide his line. It may be
collectivism where there is importance of government role it may be communism
where importance is given to the role of workers and distructions of private
enterprises. Thirdly the graduate may be in favour of free enterprise and private
management which brings happiness to the largest number.
2)Knowledge of Economics.
The
Graduate must have the knowledge of the simple basic facts of economics. It
means productions has to be increased before demanding more share in the
produce for the workers, out of the output. In other words, he must recognised
the fact that social gain all.
3)Freedom.
The Graduate must
recognise the fact that the preservation of free enterprise requires freedom
for all the parties, the management and the worker. Strikes and lockout are
therefore clear evidences of this freedom. All disputes should be resolved
through either negotiations or arbitration.
